A member of the Philippine Military Academy Sambisig Class of 1991, Commodore Tumanda held multiple flag-level and senior executive positions that demanded both battlefield leadership and enterprise-scale management:
- Commander, Naval Forces Eastern Mindanao (NFEM) – Led joint and combined maritime, coastal, and land-based operations in a high-threat, high-impact security environment.
- Commander, Naval Installation Command (NIC) – Oversaw naval bases, ports, infrastructure development, and sustainment systems nationwide.
- Commander, Naval Special Operations Command (NAVSOCOM) – Directed elite maritime special operations forces and shaped doctrine, readiness, and mission execution.
- Operational Commander, Marawi City Liberation Campaign – Personally led Naval Special Operations Group (NAVSOG) elements during combat operations against terrorist forces.
Commander, Naval Combat Engineer Brigade – Led military engineering units responsible for combat engineering, disaster response, and infrastructure resilience. - Director, Office of the Navy Financial Management – Exercised executive oversight of naval financial systems, budgeting, resource optimization, and fiscal governance.
